This work sets out the background to the regulation of telecommunications by the European Community. It examines the context and impact of current EC regulation in the field, addressing all aspects of telecommunications within the Community. The Community is determined to create a harmonized Single Market, which is internationally competitive.
Central to this policy is the development of a Community wide competitive telecommunications network which is efficient and readily available to users.
