This handbook presents the environmental laws, regulations and standards in the People's Republic of China and the implementation regulations in Beijing Municipality. Contents include the texts of the Environmental Protection, Air Pollution Control and Water Pollution Control Acts, as well as the Water Act, Food Health Act, National Environmental Monitoring Act and State Regulation on Environmental Protection Standards. The texts of national standards, which are established to implement the national environmental policy, address a wide array of environmental conditions, from various kinds of air emissions and industrial wastewater discharges to industrial health standards and protection from radioactivity.;The Chinese original of the handbook was prepared by the Beijing Municipal Environmental Protection Bureau for use by Beijing Municipality in carrying out the national environmental policy. Similar handbooks have been prepared by other municipalities for implementing the national policy within their own jurisdictions.;Professor Lu Ruilan translated the handbook into English while in residence at Resources for the Future as a visiting scholar. The original Chinese text was published in 1988. While changes - particularly in regard to regulations and standards - have occurred since that time, the handbook accurately reflects the nature of current environmental policy in China. Organizations wanting to enter into negotiations or contractual arrangements in China should find the English edition of the handbook a useful source of illumination of Chinese environmental policy.
