Leasehold reform - The Act gives long leaseholders of flats either the collective right to buy the freehold or the individual right to extend their leases and extends the right to enfranchise under the Leasehold Reform Act 1967.
Public sector housing and finance - The Act confers additional rights on public sector housing tenants; gives local housing authorities temporary powers to provide welfare services for public sector tenants; provides for the payment of annual loan charges in respect of defective housing expenditure; provides for the delegation of housing management.
Commercial property and developments - the establishment of the Urban Regeneration Agency; the extension of the Secretary of State's power to provide finance for the regeneration of urban areas.
